Herring Gull?
 

Larus argentatus?

Above: 3rd winter/3rd calendar year (Pagglesham Lagoon, Essex, 23 November 2007)

This peculiarly long-billed, small-eyed, small-headed and long-necked individual is reminiscent of Caspian Gull. However, its upperparts appear rather pallid and the primary projection is short. Ageing is difficult, but possibly third winter. My best guess is that it is a Herring Gull (L. argentatus) with rather odd structure.
