Pallid Harrier
Circus macrourus
It's taken a wee while to get a male Pallid on camera. The sub-adult age of this individual is given away by the remnant brown streaking of youth on the upper breast, the irregular markings on the underwing coverts and the feint barring and spotting on the remiges.
